Step 1: which utility bills you
Winder homes are billed for water by the City of Winder or by Barrow County Utilities. The EPA lists the Winder system (GA0130002) as serving about 51,540 people, far more than the city's 18,338 residents, so a Winder mailing address does not tell you which one you have. The bill does.
The two utilities publish different rates, different fees and different leak rules. Every page on this site says which one it covers. If you are not sure, look at the top of your last bill or the name on your autopay.
No bill at all usually means a private well, and in that case the plumbing from the well to the tap is entirely yours.

Leak credits
City of Winder: under Water Service Policy 500.26, a credit may be given once every twelve months. Usage must be at least 100% above your average quarterly usage, you must contest the bill within 30 days of its due date, and only one billing period is adjusted. The entire gallons are billed and then adjusted by 50%.
For leaks over 20,000 gallons, the City may ask for evidence of the leak and the repair, and failing to provide it may mean denial. Keep the plumber's invoice.
Barrow County: the voluntary program is listed at $0.70 a month. Details are on the Winder leak page and county program page.

What this site covers, and what it does not
This site is a working reference for plumbing costs and rules in Winder and the surrounding parts of Barrow County, Georgia. Every rate, fee and rule quoted on it comes from a published document: the City of Winder's 2026-2027 water and sewer rate sheet, its Water Service Policy, its Planning and Development Services fee schedule, Barrow County Utilities' FY2026 rate schedule and Barrow County's FY 2026 Planning and Community Development fees. Each page lists its sources at the bottom with links.
What it does not do is guess. Where a document is silent, such as the terms of Barrow County's voluntary Leak Adjustment Program beyond its monthly charge, the page says so and tells you who to ask rather than filling the gap. Where we have done arithmetic, such as the worked leak scenarios or a permit total built from line items, the table says it is a calculation from the published rates.
The county's program line is short: a voluntary Leak Adjustment Program at $0.70 a month on the FY2026 fee schedule. The county's plumbing permit fee is itemised: a $75.00 base fee, then amounts such as $2.50 per fixture and $2.50 per water heater.

How the pages fit together
If water is on the floor right now, the emergency page is first: shut-off steps, who to call for the meter, and what the after-hours fees are. Once the water is stopped, the calculator puts a number on what the leak cost, using whichever utility serves you, and the high bill page walks through the checks that separate a leak from a misread or a seasonal change.
The leak policy pages come next: the City's published Rule 500.26 and the county's voluntary program. They are separate because the two utilities really do treat leaks differently, and mixing them up is the most common mistake we see in how people describe their bills.
The rate and fee pages are for planning: moving in, adding a bathroom, relocating a meter for a driveway or connecting a new house. The permit pages split the City's flat trade permit from the county's per-item schedule, and the license page shows how to check that the person holding the permit is licensed by the state.
Water heaters and drains have their own pages because they are the jobs most homeowners call about, and both touch the permit and rate pages in specific ways. Each page links to the others it depends on, so you can start anywhere and follow the thread.

Reading a Winder-area bill line by line
Start at the top of the bill and find the name of the utility. City of Winder bills follow the City's Form 520 rate sheet; Barrow County Utilities bills follow the county's FY2026 schedule. Everything else on this site depends on getting that first step right, because the two utilities use different tiers, different base charges and different leak rules.
Next, find the reading dates and the gallons used. Divide the gallons by the number of days in the cycle to get a daily figure, and compare it with the same cycle a year earlier. A household that normally uses a little over a hundred gallons a day and suddenly shows several hundred has either changed its habits or has water going somewhere it should not.
Then look at the charges. The base water and base sewer lines do not move with use. The volume lines do. If the volume lines jumped and the base lines did not, the change is in gallons, not in rates, and the meter test on the high bill page is the next step.
Finally, note the due date. On a City of Winder account, the 30-day window to contest a bill runs from that date, and a missed window cannot be reopened by the policy's own terms.
Keeping records that make every later step easier
Most of the trouble homeowners describe after a plumbing problem is not the repair itself but the paperwork around it: a leak credit request without an invoice, a permit nobody can find at resale, a disputed meter reading with no photo. A simple folder fixes most of it.
Keep the bill that showed the problem and the one before it. Take a dated photo of the meter dial when you first notice something odd and again after the repair. Ask the plumber for an invoice that names the address, the date, where the problem was and exactly what was replaced. If a permit was pulled, keep the permit number and the final inspection result.
Write down every call to the utility or the permit office: the date, the person's name and what they said. Policies change, and staff answers are easier to rely on when you can quote them back.
None of this costs money, and every piece of it helps if you later need a credit, sell the house or have to show an insurer when a problem started.
Using the Free Quote Request
The form on each page sends your request to an independent plumber who works in the area. Describe the problem in plain words: what you see, where it is, when it started, and whether the water is off. Include whether you are a City of Winder or Barrow County Utilities customer and whether the house is on sewer or septic, since both change what the plumber needs to bring.
Ask for the quote to show the permit fee separately and to say who will pull the permit. Ask for the plumber's Georgia license number so you can check it on GOALS before work starts. Those three things, a clear description, a separated permit line and a checked license, avoid most of the misunderstandings that come up after a job.
If the job turns out to be the utility's responsibility rather than yours, for example a leak on the street side of the meter, the plumber should tell you so rather than repair it. That is worth asking about directly if the leak is near the meter box.
